Labor Secretary Tom Perez can expect to face some heat over the Occupational Safety and Health Administration’s decision to apply strict chemical management and storage rules to fertilizer retailers when he testifies this morning at a hearing of the House Appropriations labor subcommittee. Agricultural groups are pressing lawmakers to use OSHA’s budget to block the agency from enforcing the new standards, which they say are unnecessary and should be made through the proper rulemaking process.
